Children's Hospital of Orange County first opened its doors in 1964 as a primary care center for children and adolescents, with a capacity to care for 64 patients. Throughout the years and with the addition of the current tower construction, the center has increased its ability to care for 380 patients. As the latest addition to the health care campus, this tower is a monumental step towards the organization's vision to become nationally recognized as a premier children's hospital.

The design was based upon the strict compliances of OSHPD, (Office of State Health and Development) and the limited size of the construction area. The fire safety ratings required by the Office of State Architects makes the use of lightweight concrete on elevated decks a must. It also allows for a reduction in steel I-beam configuration and size for a considerable savings in construction costs, as quoted by Brian German, design specialists for McCarthy.

The consistency in moisture content and aggregate gradation of the Frazier Park material supported an excellent standard deviation of 315 and an average compressive strength of 5100 psi. on the concrete that was supplied by Catalina Pacific Concrete, making it a very successful project for all parties. Ken Nugent, placement superintendent for McCarthy, states that the CHOC Tower project was one of the most successful lightweight concrete placements that they've completed in the history of the company.
